Attention Landlords: Right to Counsel (RTC) Ordinance Effective August 20th

The Los Angeles City Council has adopted the Right to Counsel (RTC) ordinance (Chapter XVI of the Los Angeles Municipal Code), which ensures eligible tenants have access to legal representation in eviction proceedings and administrative actions that could lead to the loss of their tenancy or rental housing subsidy.
Effective August 20, 2025, landlords of rental properties in the City of Los Angeles must:
Provide tenants with a Notice of Right to Counsel at the start of their tenancy, in the tenant’s primary language.
Include the Notice of Right to Counsel with any eviction notice served on the tenant.
Attach the notice to any termination notice of a rental housing subsidy (e.g., Section 8).
Include the notice with any administrative correspondence that may result in termination of the tenant’s rental subsidy.
Post the notice in a visible, common area of the residential property.
