Measure ULA - Updated Thresholds in Effect July 1st 2025

The City of Los Angeles has revised the property transfer tax structure under Measure ULA effective July 1st, 2025. These changes impact high-value real estate transactions within the city. Measure ULA, officially known as the "Homelessness and Housing Solutions Tax," is a real estate transfer tax implemented by the City of Los Angeles to fund affordable housing initiatives and homelessness prevention programs.


New Thresholds

  • 4% tax on properties sold for over $5 million up to $10 million

  • 5.5% tax on properties sold for $10 million or more


What This Means

  • Transactions over $5,300,000 but under $10,600,000 will now include a 4% ULA tax.

  • Transactions over $10,600,000 will include a 5.5% ULA tax.

  • These are in addition to the existing Los Angeles City and County transfer tax.


Despite being nicknamed the "mansion tax," Measure ULA applies to all types of real estate transactions within the City of Los Angeles.
